Kings River Village Community Association, Inc. is a Texas non-profit corporation established to govern and maintain the Kings River Village community in Kingwood, Texas. The Association operates under a Declaration of Covenants, Conditions, and Restrictions (DCCRs) recorded in the Real Property Records of Harris County, along with By-Laws and Articles of Incorporation that define how the community is managed.

The Association is led by an elected Board of Directors who represent the homeowners. Every person or entity who is a record Owner of a Lot or Commercial Unit subject to assessment by the Association is a Member of the Association and has a voice in how the community is run.

What the Association Is Responsible For

The Association's core obligations are established by the Declaration and include the following maintenance duties:

The Association must own, maintain, and manage all Common Open Areas, including all facilities, landscaping, and any other property it acquires.

The Association must maintain all perimeter walls, fences, entry features, greenbelt buffers, parks, and fencing and walls located on Common Open Areas or on portions of Lots and Commercial Units as identified in the Declaration and any Supplementary Declarations.

The Association must landscape and maintain all improvements, landscaping, and entry markers on the Common Open Areas, including any areas designated by Supplementary Declarations.

The Association must obtain all water, gas, electric services, and refuse collection for the benefit of the Common Open Areas.

The Association must grant easements where necessary for utilities, drainage, and sewer facilities to serve the Common Open Areas and the Property in general.

The Association must maintain adequate insurance coverage to protect common area improvements and the Association's interests, including hazard and liability coverage.

In short, the Association is responsible for maintaining everything that belongs to the community collectively — common spaces, shared infrastructure, perimeter features, and entry areas — along with ensuring those areas are properly serviced and insured. Individual lot maintenance is the responsibility of each Owner.

How the Community Is Governed

The Association operates under three tiers of governing documents. The Declaration of Covenants, Conditions, and Restrictions is the primary document — it establishes property use restrictions, assessment obligations, and the Association's powers and duties. The By-Laws govern internal operations such as board elections, meetings, and officer duties. The Articles of Incorporation establish the Association as a legal entity under Texas law.

When you purchase a property in Kings River Village, you become a Member of the Association and are subject to its governing documents, rules, and regulations. Homeowners pay annual assessments to cover the costs of maintaining common areas, amenities, and providing community services. The Board of Directors sets the assessment amount at least thirty days in advance of each annual assessment period, and written notice is sent to every Owner.

The Board also has the authority to enforce the community's covenants and restrictions, including the power to establish and charge fines for violations. The Association and any Owner may enforce the Declaration's provisions through proceedings at law or in equity.
